Understanding Customs Regulations for Shipping to KSA: What You Need to Know
Saudi Arabia's customs authority (ZATCA — Zakat, Tax and Customs Authority) enforces strict import regulations that every shipper from Dubai must understand. This article covers the most important rules to keep your cargo moving smoothly.
Key Documents Required for Saudi Import
- Commercial Invoice: Must show seller and buyer names, addresses, HS codes, description of goods, quantity, unit price, total value, and currency. Values must be declared in Saudi Riyals or USD.
- Packing List: Itemises each carton with dimensions, weight, and contents.
- Certificate of Origin: Required for most goods. UAE-origin goods benefit from the GCC free trade agreement, reducing or eliminating import duty.
- Bill of Lading / Airway Bill: The transport document issued by the carrier.
- SABER Certificate: Required for products in regulated categories (see below).
SABER: Saudi Arabia's Product Conformity System
SABER (Saudi Product Safety Program) is a platform managed by the Saudi Standards, Metrology and Quality Organization (SASO). It requires importers to obtain a Product Certificate and a Shipment Certificate for every regulated product shipment. Regulated categories include electronics, electrical appliances, toys, personal care products, construction materials, and many others.
Certificates must be obtained before the shipment arrives at Saudi customs. Goods without valid SABER certificates will be held or returned.
Import Duties and Taxes
The standard Saudi import duty is 5% on most goods. However, UAE-origin goods shipped under a valid Certificate of Origin may qualify for 0% duty under the GCC Common Customs Law. VAT of 15% is applied to most imported goods in Saudi Arabia.
Prohibited Goods
Saudi Arabia prohibits the import of: alcoholic beverages, pork and pork-derived products, narcotics, products with Israeli origin markings, certain medications (check the Saudi Drug Authority list), gambling equipment, and materials deemed offensive to Islamic values.
