Documents Required for Cargo from Dubai to Jeddah

Having the correct documents ready before your cargo departs Dubai is the single most effective way to ensure fast customs clearance in Jeddah. Below is the complete checklist.

Commercial Invoice

Must include seller and buyer details, description of goods, quantity, unit price, total value, currency, and HS code. Arabic translation is recommended for smooth clearance.

Packing List

Detailed list of all packages with dimensions, gross and net weight, and contents of each box or pallet. Must match the commercial invoice exactly.

Bill of Lading / Air Waybill

Issued by the shipping line or airline. This is the title document for your cargo. For sea freight, the original bill of lading is required for cargo release.

Certificate of Origin (CoO)

Issued by the Dubai Chamber of Commerce and Industry. Required for all commercial shipments. UAE-origin goods benefit from the GCC common market duty exemption.

SABER Certificate

Mandatory for regulated products (electronics, toys, food contact materials, etc.). Obtain a Product Certificate (PC) and a Shipment Certificate (SC) per shipment before departure.

Import Permit (if required)

Certain products — food, pharmaceuticals, chemicals, weapons — require a pre-approval from the relevant Saudi ministry before import.
