SABER is Saudi Arabia's mandatory product conformity certification system managed by SASO (Saudi Standards, Metrology and Quality Organization). Any regulated product imported into Saudi Arabia must have a valid SABER certificate or it will be held at customs.
SABER stands for Saudi Product Safety Program. It links importers, suppliers, and certification bodies in a single digital platform to verify that imported goods meet Saudi technical regulations before they arrive at the port.
Regulated products include electronics, toys, food contact materials, building materials, chemicals, and more. Non-regulated products still need a Product Conformity Certificate (PCC) for clearance.
Step 1: Register on the SABER portal (saber.sa). Step 2: Submit product details and technical documentation. Step 3: Select an approved certification body. Step 4: Obtain the Shipment Certificate (SC) per shipment. Most certificates are issued within 3–7 working days.
Fees vary by product category and certification body, typically ranging from SAR 300 to SAR 2,000 per product. Shipment Certificates cost SAR 100–200 per shipment.
