It is not a Jeddah brokerage takeover. Gaps close in Dubai or the cargo does not roll. This page is the Gateway Customs KSA brief from Ras Al Khor — neighbouring URLs are different jobs.
| Certificate | Who owns it | What happens if it is missing |
|---|---|---|
| PCoC — Product Certificate of Conformity | Saudi importer / brand owner on SABER | The HS line is not eligible for a shipment certificate |
| SHA — Shipment certificate | Importer, per invoice / BL / truck file | Al Batha or the port holds the consignment |
| SABER account + CR | Consignee in the Kingdom | We cannot apply as a Dubai packer in their name |
| Not SABER | Personal effects / some industrial categories | Still need a matching invoice — “not SABER” is not “no papers” |
HS classification is the importer’s job. We stop the truck in Dubai when the category is obviously regulated and the file is empty.
What SABER is — and what it is not
SABER replaced older SASO paper trails for many consumer and regulated goods entering Saudi Arabia. It is a portal the Saudi importer uses, not a sticker we print in Deira. PCoC proves the product type is accepted. SHA ties that product approval to this shipment. FASAH / Bayan is a separate customs declaration step. Mixing those three words on a WhatsApp is how files stall: a SABER login is not a customs entry, and a Dubai commercial invoice is not a PCoC.
Who must register
The consignee (or their authorised Saudi agent) holds the SABER account against a Saudi CR. A Dubai seller cannot finish SABER “on behalf of” a receiver who has no CR. If you are shipping to your own Riyadh warehouse, your KSA entity applies. If you are shipping to a customer, they apply. We need the SABER / SHA reference on the file before the trailer rolls, or an explicit statement that this HS code is out of scope — written, not guessed.
Typical sequence before Al Batha
Classify the goods (HS). Importer requests PCoC for the model/SKU. Importer requests SHA against this invoice and packing list. Dubai export file matches those lines: same description, same quantity, same consignee name as the CR. Truck presents at Al Batha. If SHA is missing on a regulated line, the cargo sits. We would rather hold in Ras Al Khor for a day than pay a border warehouse while someone creates a portal login.
Categories we flag on the first photo
Electronics, cosmetics, toys, food-contact, tyres, construction finishes, some furniture and textiles, and anything with a battery or radio module. Food has extra SFDA rules on top. Used household effects are not a free pass if the invoice reads like a commercial furniture order. Send the HS guess or the product name — we tell you whether this desk will load without a SABER conversation.
What Cargo Service Dubai does versus the importer
We check that invoice lines match cartons, that the consignee name can exist on a CR, and that you have said SABER is done or not required. We do not pay SABER fees, test products in Jeddah labs, or rewrite an HS code to dodge a certificate. Gateway customs on this corridor is the export file plus the flags. The Saudi declaration remains the importer’s.
Al Batha, airport and sea — same certificate, different queue
Road via Al Batha / Al Ghuwaifat is where most of our Dubai trucks meet SABER. Air into RUH, JED or DMM still needs SHA on regulated goods. Sea into Jeddah Islamic Port or King Abdulaziz Port Dammam needs it on the BL. Changing mode does not cancel SABER. It only changes which officer asks first.
How a booking to Saudi Arabia works
- 01 · Name the goods properlySKU or plain description, not “personal items”, plus photos and carton count.
- 02 · Importer confirms SABER scopePCoC/SHA references, or a written “out of scope” from their broker.
- 03 · We match the Dubai invoiceSame consignee, quantities and descriptions as the SHA file.
- 04 · Load only when the gap is closedHold in Ras Al Khor is cheaper than a hold after Al Batha.

SABER questions
Do all shipments from Dubai to Saudi need SABER?
No. It follows the HS code and whether the goods are in scope. Many consumer products do. Some industrial and genuine personal effects do not. We flag; the importer’s broker confirms.
Can Cargo Service Dubai issue SABER for me?
No. SABER sits on the Saudi importer’s CR. We will not load a regulated line because someone asked us to “arrange SASO” without an account.
What is the difference between PCoC and SHA?
PCoC is product approval. SHA is this shipment’s certificate against that approval. Trucks wait on SHA even when PCoC already exists.
What if SABER is still processing when the truck is ready?
We hold in Dubai. Paying a Saudi border warehouse while a portal request is pending is how cheap cargo becomes expensive cargo.
Is FASAH the same as SABER?
No. FASAH/Bayan is customs declaration. SABER is product conformity. A file can have one and miss the other.
