Road versus sea into Jeddah
Road: Dubai truck, Al Batha, western highway, then a Corniche apartment or Industrial City dock. Sea: Jebel Ali FCL/LCL, discharge, then an inland truck. SABER SHA is required on in-scope goods in both modes.
Port names that are not interchangeable
Jeddah Islamic Port and King Abdullah Port (Rabigh) are different terminals. Inland Makkah is not a port clearance. Write the discharge and the door as two lines.
City access
Hotel and tower deliveries need a small last-mile vehicle after the trailer. Industrial City can take a 15 m. Peak Umrah is a booking problem, not a rate footnote.
SABER at the port versus Al Batha
In-scope goods need SHA on this shipment whether the truck came by road or the box came from Jebel Ali. Changing mode does not cancel SABER. Road cargo feels the queue at Al Batha, then the western highway. Sea cargo feels it at Jeddah Islamic Port or King Abdullah Port, then an inland truck. A PCoC without SHA still holds the consignment.
Makkah, Taif and Yanbu are not Jeddah clearance
If the door is Aziziyah, Taif or Yanbu, write that door. Typing Jeddah as the consignee to “make clearance easier” is how trucks wait in the wrong city. Hajj and peak Umrah weeks tighten port appointments and hotel docks — book earlier and name the suburb. Industrial City and a Corniche apartment are different last miles on the same legal stack.

Import formalities are national. The physical queue you notice may be Al Batha, then a city delivery. Sea is the port.
